The design bureau of Kharkov steam-locomotive-building works (KhPZ. or military name "plant No.183") under a management of M.I.Koshkin has begun development of the middle tank in 1938, which in the beginning referred to as A-32. In June 1939 the Defense Committee at Soviet of People's Commissiar has accepted the decision on issue 200 new tanks during 1940, under a designation T-34. The first serial T-34 was built on the plant No.183 in September 1940, and at the end of a year by this factory were built 115 T-34.

In April 1940 the T-34 drawings have transferred to the Stalingrad tractor factory (STZ). T-34 model 1940 had a lot of technological defects, therefore both factories continuously improved its construction to increase combat efficiency. So, from middle of March 1941 the factory No.183 equips T-34 with a long barrel gun F-34 instead of L-11, and from April 1941 STZ begins to mount a new gun too. KhPZ and STZ built together 1,225 tanks T-34, to the beginning of Great Patriotic was in June 1941. In the beginning of war in all western military districts were available 967 tanks T-34.
